Morel of ""d More than 75% of the states license and regulate "small loan" companies to drive out the "loan sharks" to protect small borrowers against interest rate that sometimes go as high as 277%! (Such as found by the North Dakota Attorney General in the Peerless Loan case in Fargo.) In North Dakota an "anti-loan-shark" measure (House Bill 537) was passed by the North Dakota legislature in 1959 after extensive investigation and study by the North Dakota Legislative Research Committee. It provides lower interest rates for small borrowers than similar laws in the majority of other states. 3mall loan fompames Should Be Regulated to Protect North Dakota Citizens! This law--which must be approved by North Dakota voters before it goes into effect--does not change the law for banks, retail stores or auto- mobile financing companies. It simply regulates the interest rates charged by "small loan" companies. This drives the 200%" "loan sharks" out of the state and makes it possible for the working man to obtain loans, for short periods of time, at regulated rates of interest from carefully operated and regulated "small loan" companies.
